Can You Drive a Truck Interstate Under 21? The Age Rule in 2026
Most states license 18-year-olds for trucks that stay inside the state. Crossing a state line is a federal matter, and the one pilot that opened it to younger drivers expired in November 2025.

No. Under 49 CFR 391.11(b)(1), a driver must be at least 21 years old to drive a commercial motor vehicle in interstate commerce. Drivers aged 18 to 20 can hold a CDL in most states but may drive only within that state. FMCSA’s Safe Driver Apprenticeship Pilot, which let some 18- to 20-year-olds drive interstate, ended on November 7, 2025.
What is the federal minimum age for truck drivers?
The federal minimum age for interstate commercial driving is 21. The rule sits in the driver qualification standards at 49 CFR 391.11, which lists age first, followed by English proficiency, physical qualification, a valid license and the other requirements. The full list is on the eCFR page for 49 CFR 391.11.
Interstate commerce is broader than crossing a state line yourself. A load that starts or ends in another state, or is part of a shipment moving between states, can be interstate even when the truck stays inside one state. A 19-year-old driving a container from a port to a warehouse in the same state may still be in interstate commerce if the freight came from overseas or is bound for another state. Carriers decide case by case and often apply the age 21 rule to any freight with an out-of-state leg.
Can an 18-year-old get a CDL?
Yes, in most states. Federal CDL rules let states issue a commercial learner’s permit and CDL to drivers under 21 for intrastate driving. Many states set the minimum at 18. The license usually carries an intrastate-only restriction, shown as the K code on the CDL.
| Age | Intrastate (within one state) | Interstate |
|---|---|---|
| Under 18 | No CDL | No |
| 18 to 20 | Allowed in most states, under state rules, often with a K restriction | No, except under a federal pilot or exemption; none open as of November 2026 |
| 21 and older | Yes | Yes, if otherwise qualified |
State rules for younger drivers vary. Some states limit cargo types, hazmat or passenger work for drivers under 21, and some set their own minimum above 18. Check with your state licensing agency. The steps for getting the license itself are in how to get a CDL, and the restriction codes are explained in CDL endorsements and restrictions.
What was the Safe Driver Apprenticeship Pilot?
The Safe Driver Apprenticeship Pilot (SDAP) was a federal program that let approved motor carriers train and use 18-, 19- and 20-year-old CDL holders in interstate commerce. Congress required it in the Infrastructure Investment and Jobs Act of 2021. FMCSA announced it on January 14, 2022 and began collecting data on apprentice drivers in November 2022. Federal law caps such pilots at three years, and the program ended on November 7, 2025.
The law allowed no more than 3,000 apprentices in the program at any one time. Participation stayed far below that cap, according to FMCSA’s quarterly program reports.
How did the apprenticeship work?
An apprentice had to complete two probationary periods with an experienced driver in the passenger seat before driving interstate alone.
| Period | On-duty hours | Minimum driving hours | Skills the carrier had to confirm |
|---|---|---|---|
| First probationary period | 120 | 80 | Interstate, city, rural two-lane and evening driving; speed and space management; lane control; mirror scanning; turns; hours-of-service logging |
| Second probationary period | 280 | 160 | Backing in close quarters; pre-trip inspections; fueling; weighing loads and sliding tandems; coupling and uncoupling; trip planning and permits |
During both periods the apprentice could drive only trucks with an automatic or automated manual transmission, an active braking collision mitigation system, a forward-facing video event recorder, and a speed governed at 65 mph at the pedal and under adaptive cruise control.
Can carriers still hire under-21 drivers for interstate runs?
Not as of November 2026, unless FMCSA grants an exemption. After the pilot ended, the American Trucking Associations applied for a five-year exemption from the age 21 rule. It would let carriers that had been approved for SDAP keep onboarding and training 18- to 20-year-old apprentice drivers. FMCSA published the application for public comment on January 28, 2026, with comments due February 27, 2026, in docket FMCSA-2025-1117.
FMCSA must publish its decision on an exemption in the Federal Register. As of early November 2026, we found no decision on the ATA request there. The Federal Register notice on the ATA application lists the docket where any update will appear.
The ATA notice also mentions an earlier effort: an under-21 pilot for drivers with military training, set up under the FAST Act of 2015. It covered only drivers with qualifying military experience.
Is Congress changing the age rule?
Only Congress or a new rulemaking can lower the age permanently. The DRIVE-Safe Act, which would create a permanent apprenticeship path for drivers under 21 to drive interstate, has been introduced in several Congresses. The current version, H.R. 5563, was introduced in the House on September 26, 2025. It had not become law as of November 2026; Congress.gov shows its latest action.
Bottom line
For an 18- to 20-year-old, the realistic path in 2026 is an intrastate CDL with a local or in-state carrier, building a clean record until the 21st birthday. The one federal door that opened, SDAP, closed by statute in November 2025, and any reopening now depends on an FMCSA exemption decision or a bill passing.
FAQ
Can a 20-year-old drive a semi across state lines?
No, not under current federal rules. The driver must be 21 for interstate commerce. The apprenticeship pilot that allowed it ended on November 7, 2025.
What does the K restriction on a CDL mean?
The K restriction limits the driver to intrastate operation. States commonly add it for CDL holders under 21 and remove it after the driver turns 21 and meets the interstate requirements, including a medical certificate.
Can an under-21 driver haul hazmat?
Not in interstate commerce, since the age 21 rule applies to all interstate CMV driving. For intrastate hazmat, state rules decide, and the TSA security threat assessment for the H endorsement applies at any age. Ask your state licensing agency before planning on it.
Will the Safe Driver Apprenticeship Pilot come back?
There is no announced new pilot. ATA asked FMCSA for a five-year exemption for former SDAP carriers in early 2026, and Congress has a bill to make an apprenticeship path permanent. Neither had taken effect as of November 2026.
